TAE10 – Training and Education Training Package

The end of March 2010 will see the Innovation and Business Skills Australia (IBSA) Industry Skills Council (ISC) submit their case for endorsement of the TAE10 – Training and Education Training Package Version 1.

The revised Training and Assessment Training Package TAE10 reflects a more strategic positioning for the Training Package as the basis for a widely based professional development model for VET practitioners.

The new Training and Education (TAE10) package will incorporate the following:

  • the newly revised Certificate IV in Training and Assessment,
  • the newly developed Vocational Graduate Certificate of Language, Literacy and Numeracy Practice
  • the newly developed Vocational Graduate Diploma of Language, Literacy and Numeracy Leadership
  • the Diploma of International Education Services (previously BSB50907) relocated from the Business Services Training Package
  • Vocational Graduate Certificate of International Education Services (previously
  • BSB70207) relocated from the Business Services Training Package
  • Vocational Graduate Certificate of Management (Learning) (BSB70107) relocated from the Business Services Training Package
  • Vocational Graduate Diploma of Management (Learning) (BSB80107) relocated from the Business Services Training Package.

Who developed the TAE10 Training and Education Training Package?

The Industry Skills Council (ISC) Innovation and Business Skills Australia (IBSA) developed the

TAE10 Training and Education Training Package. The broad intention of the ISC is to meet the

competency development needs of individuals and organisations providing education, training

and assessment services within the vocational education and training sector. This encompasses

those working in the vocational education and training sector as well as teachers in the schools

sector and lecturers in higher education who may also have a need or requirement to deliver

vocational education and training related programs.

The vocational education and training sector is responsible for developing the competence of

individuals in areas of work required by industry, enterprises and organisations as well as

providing general education for the community. It includes vocational education and training

undertaken in industries, enterprises, government agencies, and community and school

settings. The sector encompasses both recognised training leading to a qualification or

Statement/s of Attainment under the AQF, and non-recognised training, such as in-house,

product-based training.

The TAE10 Training and Education Package reflects the views of the wider community calling

for a set of provision that responds to the escalating needs of the economy for a highly skilled

workforce, as well as recognising that vocational education and training has and has had for

some considerable time, a wider remit than ‘training’. Additionally, many teachers in the

schools sector particularly and higher education, are increasingly accessing the skills required in

the vocational education and training sector. A wider conceptual basis reflecting the training

and education continuum is seen as increasingly important in bridging the interface between

these differing elements of the wider education environment.

The project was undertaken under the guidance of a National Project Reference Group

comprising representatives of key stakeholders. Qualifications in Language, Literacy and

Numeracy were developed under the guidance of a separate National Project Reference Group

drawn from specialist expertise in this area.

The Training Package, which contains the newly revised Certificate IV in Training and Assessment, the newly developed Graduate programs in Language, Literacy and Numeracy and the relocated qualifications from Business Services, has three principle outcomes:

- to reflect the current review of the Certificate IV in Training and Assessment

- to endorse the newly developed graduate programs in Language, Literacy and Numeracy

- to bring together other qualifications currently in the Business Services Training Package that more appropriately reside in a training package focused on development for VET professionals.

These will be available until the Training and Education Package becomes available on the NTIS website.

At the January meeting IBSA and the states and territory representatives discussed the proposed move of the Diploma of Training and Assessment (TAA50104) from the TAA04 training package to the new Training and Education Training Package. It was decided that in light of the disruption and administration for RTOs associated with recoding units and qualifications, for what will be a short time period until the

Diploma has been reviewed, that the TAA04 training package, with the Diploma as the only qualification, will be retained. In the interim the two training packages will be represented as being associated training packages. It is anticipated that the revised Diploma will be endorsed late in 2010 at which stage it will appear in the Training and Education Training Package.

Training and Assessment for Sustainability in TAE10

IBSA have taken the decision to release the sustainability unit developed as an elective for the Diploma in Training and Assessment ‘TAESUS501A Analyse and apply sustainability skills to learning programs’ as an orphan unit in the Training and Education Training Package (TAE10) soon to be submitted for endorsement to the NQC. This decision has been made to make the unit available as soon as possible and to support the Sustainable Skills Skill Set contained in the training package.

While the unit will not be attached to a qualification within the Training and Education Training Package until the review of the Diploma has been completed, it will be available for use within the Skill Set or for importation into other qualifications once Training and Education is endorsed.

Development of PD resources for the Training and Assessment for Sustainability
IBSA have been commissioned by DEEWR to develop resources to support professional development for the sustainability unit in the Training and Education Training Package ‘TAESUS501A Analyse and apply sustainability skills to learning programs’. This material is specifically intended to underpin a professional development program for current VET professionals. The material will also be converted to e-learning materials that will be possible to upload onto user platforms.

We expect the printed material to be available as soon as the Training & Eduction Training Package is endorsed.
